Williams Air Throttle/Cruise Control - MPerry - 03-06-2017

I am not sure if this is a drive train question or air system, but here goes. I have a 1983 Classic with williams air throttle and dana cruise control. The vacuum lines for the cruise keep popping off. At least I think it should be vacuum. It looks to me like the air line coming back from the throttle goes into a junction block that has 3 outputs. One to the transmission, one to the throttle valve and one to a solenoid that looks like it should create vacuum to run the cruise control. However I am getting positive air pressure out of this solenoid and its causing the vacuum lines to pop off. Does this mean the solenoid is bad? The vacuum lines are hooked up wrong? Can I just block the supply line to this solenoid knowing that the cruise control will not work?
