what is this tool?

this was in the 99 newell i just bought.  it looks kinda like the thing that steve has made to do the bay door struts, but it didnt really fit in there when i looked.  

looks professionally made

any idea what it is?

Nope, that is the tool provided with a Roadmaster Falcon 2 tow bar to release the lock pins. I have one just like it. You will likely not get the Classic tow bar to release without it. The non-binding tow bars do not need anything like that. I would like the convenience of the more expensive non-binding tow bars but my Falcon 2 has worked flawlessly for 13 years.

In the last photo, if you redirected the arm 180 degrees so it curves up when the C shaped piece is oriented the way you show it, then the flat part of the arm next to the bolt will rest on top of the release pin and you push down on the arm which will be elevated. Works well.
