I was looking at this one, that is what brought me to this forum. I am doing a bunch of research on here to learn as much as I can.

I have an email out to Newell about towing capacity, hoping to hear back. I know it is partially dependent on the hitch, I wanted to make sure the chassis could handle 15-20k.

The chassis on all Newells built at least as far back as 1990 and likely further back should be rated to tow 20,000 pounds. The hitches will vary with whatever the owner decided they needed so the hitches tow capacity will vary substantially with some down in the 5,000 pound range.
