Update: 
Got her home and still couldn't find a shop or mobile mechanic???  Wound up replacing the heads in my driveway. I replaced every fuel line and coolant hose that I came acroos and replaced the main and rod bearings just for good meassure. Lots of curse words later she is up and running, in fact she started on the first crank. I also replaced the genset blower as it was working only whenever it wanted, and rebuilt the electric compressor, just because. And just for kicks I removed the absolutley gigantic muffler and straight piped her (sounds beautifull, can't wait to hear her on the Jake).

Two issues still need to be adrressed; the shut down does't shut down, I have to reach in past the hot pipes and manually pull the shut down lever and the Jake brakes don't work. Both worked before I replaced the heads. Any thoughts on these issues???

Also I bought some new cylinder head temp alarms and low oil pressure alarms for extra insurance. Can anyone tell me where the those extra wires go, the ones in the rear control panel? ( thank you Newell)

The shut down solenoid is electric over air , on top of the governor housing . If I remember correctly there is a lock out that prevents shut down unless  transmission is in neutral . Not certain about this .
Do your gear position panel lights work ? 
Presumably you have checked the Jake wiring . There is a " buffer " switch,  accessed on driver's side that triggers off the idle . I had issue with adjustment of that switch , too much gap . Wasn't activating the Jake . 
You have been putting in time , for sure.  Hopefully you can log miles now !

Extra wires in the rear electrical panel are just that . I have found the other end of the extras in the front under the dash , passenger side . These wires can come in handy . Check before using , I have found a couple with DC voltage from mysterious source ...

This buffer switch you speak of, is it on the side of the govenor housing?

Now can anyone tell me where those spare wires go? I am talking about the extra wires at the rear control panel. I'm hoping they come up some where near the dash???

Note the colors.

Look in two places. On the left panel in front of the driver feet. There is a big penetration there with lots of wiring.
And in the kick panel at the passengers feet.

If they run all the way to the front, those are the most likely places.

Yes , the buffer switch mounts on side of governor housing . I will post a picture when I can .

I have some videos on the buffer switch and shut down. It depends on how your engine is set up on how it works.

So it’s three things, buffer screw, fast idle and jake brake switch all in one. That’s if you have all those. The buffer screw is used to take out any loping of the engine at idle, I have found that as long as you have decent injectors and have run the rack the buffer adjustment does not do much. 

Engine idle is adjusted by the screw under a cover on the back of the governor, meaning toward the front of the coach. This adjusts the no-load rpm and idle.

Can anyone tell me where the wires on the shutdown solenoid go? Right now it's not working, which is a pain. I believe I missed something when I reassembled after replacing the heads. I have one wire going directly to ground on the governor cover and one thick orange wire that goes to a thermostat looking thing on the driver's side thermostat housing, it looks like it says Nason on it. I'm pretty sure I misswired this one and the shutdown solenoid should be going somewhere else
