California emissions - MrE - 10-24-2021

California to roll out new motorhome emission standards that include out-of-state vehicles. Bill 210 goes into effect in July 2023.

I and my business associates have moved our national meetings to Florida for the last several years. We spent thousands of dollars in California over the 25 years prior but never again.

Have seen a bunch of what seems like misinformation on this subject the last several months. Have yet to see something in writing that leads me to believe this will pertain to RV's. Not saying it won't happen, I just haven't personally seen it yet. Hope it doesn't come to that for RV's, but also totally get it for heavy trucks.

The CARB Heavy-Duty Vehicle Inspection and Maintenance Program proposal has been working its way through the regulatory approval process for a couple of years and is slated to be on the Board's December 9-10, 2021 agenda. Target date for Phase 1 implementation of regulations is January 1, 2023 with Phases 2 and 3 following at 6 month intervals.

For non-California motor home operators, this is from the June 30, 2021 draft that was further discussed in the August 3, 2021 "comments" workshop.

Quote:This chapter does not apply to:

(5) Motor homes, as defined in this chapter, registered outside of California and never used for commercial purposes
...

This is a significant change from earlier drafts that included non-California motor homes under vehicles covered. So far, it appears that California registered motor homes will be included in the regulation.
