I recently blew an inner drive axle tire which took out the HCV. I installed a new one but there doesn't seem to be any arm position that doesn't result in air escaping from the exhaust port. Is there some trick to this, or did I get a bad valve?

Any possibility that you reversed the air lines in and out?

I was pretty careful about that but but upon closer inspection I discovered that the mounting bolts are arranged such that the valve is rotated 90 degrees clockwise. I am in the process of relocating the bolts and connections to see if that is the issue.

After relocating the mounting bolts and both connectors it seems to have fixed the problem.
