I have done it both ways, wheels on and wheels off. If you have the tools to take the wheels off then take them off and get them out of the way.
On the rears, the access to the bags is not helped by removing the wheels, but it does make it much easier to get to where you need to be without so much wriggling.
Do a search on the forum for info on swapping them out. You will be much happier with correctly sized wrenches, crow’s feet wrench’s, and a sawzall.
