A coachless newbie who is here to learn...
To save michael the trouble of typing this all over again... here's what he told me about it a few weeks ago.

This triple slide coach has the valid electric slides (as opposed to the earlier HWH hydraulic slides). It has the Dana Independent Front Suspension/Rockwell rear suspension system which predates the ZF suspension which has the steerable tag axle, so no it does not have the steerable tag axle. The engine is a Detroit Diesel Series 60, 500 HP, great engine. It has the Allison 6 speed HD4060 World Transmission, the smoothest shifting transmission Newell uses. The first time I saw it advertised was in January of 2015 when it was listed by Marathon Coach for $495,000. It was registered in Calgary, Alberta, Canada in 2011 and Bonnyville, Alberta, Canada 2012, 2014 and 2014. I don't know if it sold in 2015 or was removed from the market. It was listed by Panterra Coach in June of 2018 for $199,000 with a price drop to $179,000 in mid December 2018.

I don't have a copy of the floor/elevation plan which would give me the original owner's name or the number of owners it has had. Mileage is consistent with many of the used 2003 Newells. Generator usage is higher than normal at 6,090 hours. Between the 2015 and the 2018 listing the carpet in the salon was removed and replaced with wood flooring.

At 40'6", it is the shortest Newell made during 2003. It is one of only 5 Newells built between 1997 and present that is 40'6" long and only one shorter (#1505 a 2015 is 39'6") have been built since prior to 1997 (there was one 38'2" built in 1966, #428.)

Hope that helps a little.

I'm not sure it's the same coach since the SER. # isn't listed, but here's a short video of a 2003 40' Newell Coach at Panterra.

Life is what you make it.
Looks like 652 to me.  But what do I know ....

Definitely #652.
