My problem is solved. I had shut both batteries off and then the plug at the post. I was changing the merge solenoid. I don't recall the order in which I turned the power back on. Then the steps started acting as they should if the ignition was on, which it wasn't. I tried turning the power off, post plugin first then the batteries. Then I turned the power back on; batteries first and then the post plugin. Now the steps are out, the door is closed and the ignition switch is off and locked. I believe my problem had something to do with the order of turning the power off and back on. Who'd a thunk it.
