Yep, those are the fuses I was talking about. Mine tested good using the top terminals. But the blade and connection weren't playing nice with one another.

PROBLEM SOLVED.
Spent 30 minutes on the phone with a Tech at Newell. Pretty much just ran back through everything I already tried. He referred me to Randy at HWH. We spent about an hour going through things and testing voltage and valves and others. After all that he determined it was either a problem in the big box and I would have to remove it and send to them or the touch pad.
I borrowed the touch pad out of 488 and bingo. Everything worked.
HWH does not have any in stock and are operating with limited staff. He said they can build me a new panel in about 1 weeks time.

On a side note Rudy Legett came out to the house Thursday and tuned up my Aqua Hot. Really great guy and I enjoyed visiting with him.
