Working on the front tstat; everything looks and tests fine inside but if I turn on the tstat calling for heat, when I put my multimeter on the DC AH side I get nearly 20-volts DC ??? Is that right? I can hear the pump working but no kick fans…

Should not be 20v on the DC side, where are you measuring it? Maybe you have the 24v AC mixed up on the relay at the AH? You may want to check the fans themselves, I had one fan under my couch that would not work. Thought the motor was burned out but turned out it was just stuck with dog hair inside of it. cleaned it out really good and its been working fine.
