Did this coach have a rear steering tag, or was that only offered on newer model?

There were only 3 Newells built with Steerable Tag axles prior to #697, a 2004 model. Those were #671, a 2003 model, and #681 and #685, both 2004 models. So no, #551, a 2000 model, would not have a Steerable Tag.
