I have a '87 with a tag axle & I haven't noticed the tag skidding except during extreme panic stops -- I try to avoid those
Tires skid then the brake torque exceeds the tires friction with the pavement. Increasing the tag bag pressure will increase the friction & reduce skidding.
Have you checked the steer axle brakes ? Maybe the reason the tags are skidding is because the steer & drive axle brakes aren't working as well as they should be.
Maybe there is a better brake pad for the drive & steer . . .
