On your comment about the buckle, and this is based on my coach and I have redone the entire wallpaper in the coach. Underneath the wall paper is wall paper liner. The wall paper liner is adhered to plywood. Where plywood seams joined, Newell filled the seam with some sort of compound and sanded it smooth. If the coach structure shifts slightly, and imagine they all do over time. The seam between the sheets of plywood will close or open depending on the shift. The wall paper liner is stiff and doesn't stretch or contract with the shift.

Water intrusion usually causes the wall paper to release from the wall. Look at the bottoms of walls under windows, and in corners to detect this.

This is my opinion. That buckle did not say water to me.
