Hard to say without knowing what the bar is supposed to be attached to. Anyway you can see the underside?
Have you removed the screws and looked carefully at them? I sometimes find loose screws and the screw threads themselves have worn down due to vibration over the miles. Sometimes a new screw will bite. Sometimes I go up one screw size.
