I hope someone with that vintage coach weighs in.
I have never seen a setup like that. The individual manifold setups that I am familiar with have five or six valves. I see screw holes where the other valves would have been mounted.
I have no idea how that setup works. I cannot imagine how three valves give you both leveling control and travel height control.
Unless someone comments on the setup, I am afraid you have quite a project on your hands. First read the HWH handbook that I linked. That will teach you how a pneumatic system with both leveling and height control functions.
Second, you will have to spend some time CAREFULLY diagraming the airlines, height control valves, and existing solenoid valves.
With that knowledge we can help you get the coach system to function as it should.
Using the leveling mode to raise it to height, and then driving should only be done on a temporary basis. It leaves the possibility of the coach settling on the tires during a drive. That could result in a fire or accident.
