Dennis use the compressor that is operating as a guide to wiring the one that is not. There should be no difference between them. Also make sure the thermal overload hasn't popped or gone bad, disconnect the black lead and use your multimeter to read across the thermal overload you should read 0 ohms. If all is ok then swap compressor 1 and 2 and see if it fires off, if so then its the control board not calling for it to come on or some compnet that has failed ie fuse, breaker or relay.
