Once that is changed if problem persists there are other issues that it could be.
Is it on the fender well like the ping tank is on the other side?
Do I remove the wheels the gain access?

As covered earlier in this post, the PPV is located on the bulkhead forward of the drive axle, just about dead center.

Bags are all deflated.
What safe way is there to access the PPV?

Crawl between the tag and drive tires, it can’t fall on you if the air bags are completely deflated.
Normally, I would NEVER tell anyone to crawl under without cribbing. But in this one weird scenario you are safe unless three tires blowout simultaneously.
But it you are not a skinny chick, then then next best option is to disconnect the air bag lines from the six pack and air them up with an external compressor. Obviously crib it before going under.
