I didn't get that far in to mine as I had no room to work without pulling half the dash out. While I was in there, I did fix a few grounds and positives under the dash though. Your bus bar idea is the correct way to fix it!

Update:
I’ve finished the majority of the rewire upgrade.
Installed busbars and fuse blocks for the different feeds to the AC components.
I added two fuse blocks. Inside the glove box was the best location due to space and limited access.
The main CB is 40 amps for the entire system. I was not comfortable with that design. Now component will have a sub fuse.
2003 vintage wiring harnesses on the FORD dash controllers.
