There is a switch behind the passenger seat on the wall that says heater. Has a position for low or high. I presume that is for the floor aquahot heater registers ? If so mine always stays at the same speed when switched to either position. Is there a relay for this ? Or am I missing something.

no relay, just different wiring for the motor.
And it only applies to the ah register in the front.

Could be miswired. Someone could have used a single speed motor. Could be a loose connection.
To the best of my knowledge there was not a separate fuse for low and high.
