So I was able to get the wheels off today.  
1.  They both spun freely and stopped when I applied the brakes
2.  Turns out they are drum and not disc
3.  All of the mechanisms that make the brakes apply were moving freely
4.  Pryed up on the tire no movement 
5.  No side to side movement 

No obvious reason as to why that wheel was hot. Here are some pics

Check slack adjuster movement. I am in an airport and don’t remember what it should be for a drum brake. But you should manually adjust them to spec while you have easy access

I put it back together before I saw your post.  It seems to be ok??  Unless I’m missing something. Brakes go on and off like they should

Sometimes the brake can will stick and not allow the brake to retract. May be an inconsistent problem. There are also some early slacks that did not adjust properly. 

Need to measure the throw of the brake rod from the brake can, should be 1-1/2 inches or so no more than 2" of travel.

10-4.  It seemed to be moving about that much..  I sprayed some blaster on all the moving stuff just cause I didn’t know what else to do.  I’m gonna drive it this weekend and stop and monitor the wheel temps
We’ll see how it goes
